Absolutely correct. Start with doctrine. Have a classification system. of importance. I don't mind giving our current bishops more power, as long as it's temporary while we really think through things together. Much better than putting permanent structure in place before we have doctrinal guidance for how the structure should operate.
I think i want to agree with you that is important for us to work on the structure and the rule guiding it before setting the permanent leadership to man the organization. The work convening general conference is to work on the BDD and other rules and procedure while the 2026 will do the election. Lets us the they years to inform laities about the GMC.and let them understand that the GMC is different from UMC. Then we can bring in leadership to pioneer the work while all the members have ideas of where we are going so the bishops can do things different from UMC

I really agree with you sir for now we should not have a bishop till 2026 by God's grace
